I have the honour to enclose copy of a letter

dated 31st. January, 1901, from the Marine Department of the

Board of Trade, and to inform you that I shall cause the pre-

sent local rules for the examination of masters,mates and en-

gineers to be amended to coincide as nearly as possible with

the regulations issued by the Board of Trade on the particular

subject of sight Tests.

2. In order to constitute a jurisdiction in the

Marine Court to cancel certificates of competency on the groun

of failure to pass the sight tests, I am advised that an addi-

tion to Ordinance No.86 of 1899 will be necessary.

March, 1901.

3. As that Ordinance is still under your consi-

deration, I transmit a copy of a minute by the Attorney General

indicating the lines on which he thinks an addition could be

made, and I shall be glad to learn whether you approve of that

addition to the Ordinance.
